NCRPC Housing Initiative

The North Central Regional Planning Commission, through its NCRPC Housing Initiative, is proud to introduce two new pilot programs aimed at improving housing. The pilot programs include financial assistance for demolition and moderate-income rehabilitation in six Kansas counties. The programs are administered by the North Central Regional Planning Commission through a partnership with the Dane G. Hansen Foundation.

2022 Service Locations

Beginning May 16, 2022, these programs will be available to access in the following counties:

  • Cloud
  • Jewell
  • Lincoln
  • Mitchell
  • Russell
  • Smith

Assistance is available on a first come, first served basis and is limited on a per county basis.  

Programs Available

Purpose: To improve northwest Kansas neighborhoods and communities through removal and cleanup of dilapidated properties.

The Demolition Program offers reimbursement grants of up to $5,000 per property for removal and cleanup of a dilapidated structures (e.g., house, garage, shed, etc.) for property owners in eligible counties (Cloud, Jewell, Lincoln, Mitchell, Russell and Smith). This is not an income-based program; anyone may qualify. Additional program details are included in the application.

To apply, complete and submit the application form and required documentation listed in the application.

Purpose: To improve northwest Kansas neighborhoods and communities to maintain existing housing stock. This program is intended to help preserve housing stock that is often underserved by other assistance programs.

The Moderate Income Housing Rehabilitation Program offers reimbursement grants of up to $12,500 to homeowners in eligible counties (Cloud, Jewell, Lincoln, Mitchell, Russell and Smith) to complete minor housing upgrades (e.g., roofing, siding, or heating and air units, etc.).

Homeowner must provide 10% match of grant funds or up to $1,250.

Rental properties are not eligible for this program. Self-help (homeowner supplying the needed labor with the program supplying reimbursement for materials) is allowed.

Households must meet moderate income guidelines to be eligible to apply. Proof of household income will be determined from the last annual tax form 1040. The income limits are listed below. For example, a family of five (5) must have an income between $50,138 and $125,344 to qualify. For families with more than 8 people, contact NCRPC for income qualifications.

To reserve funds, submit page 4 of the application. Within 10 business days, additional required documentation listed in the application needs to be received to retain reserved slot.
